At the end of 2009, Belarus, Kazakhstan and Russia set up a Customs Union (CU) For nearly two decades since the collapse of the Soviet Union, Russia and neighbouring countries were among the main destinations for sugar traded internationally. The situation changed radically in 2011/12 with bumper crops in both Russia and Belarus. But can the CU countries continue to further expand their beet sugar production? What are their import and export prospects over the longer terms? This paper addresses these issues in some depth.…
